Your capabilities statement is one of the most important parts of your team's profile. It acts as your primary marketing document within our system, directly influencing how our analysis engine evaluates your team for relevant government contract opportunities.
First-time Analysis Takes Time
When you upload your very first capabilities statement, Procura begins a complete analysis of every active opportunity in our database. Depending on backlog, this deep analysis can take several hours. You can keep using the platform while it runs – results will appear automatically as they are processed.
A well-crafted statement highlights your team's core competencies, experience, and unique value proposition, significantly increasing your chances of being identified for opportunities.
AI-Powered Capabilities Statement Generator
Writing a strong statement from scratch can be daunting, so we provide an interactive AI assistant which will walk you through the process step-by-step and produce a polished draft for you.

- Conversational guidance – The assistant asks targeted questions (e.g. "Which NAICS codes do you normally bid under?") and explains why each piece of information matters.
- Domain expertise – It is pre-loaded with best-practice knowledge for U.S. Federal contracting, including SBA guidance and typical agency evaluation criteria.

How to use the generator
- Open the Capabilities tab inside your workspace.
- Select Generate Capabilities Statement.
- Click Launch AI Assistant and begin discussing your capabilities!
- Paste your current statement – the AI will treat it as a starting point and ask follow-up questions to fill in any missing details (we often need more context than a traditional one-page statement provides).
How to Edit Your Statement
- Navigate to your team's workspace.
- Click on the Capabilities tab.
- Enter or paste your statement into the text editor.
- Click the Save button to apply your changes.
What to Include in Your Statement
Think of your capabilities statement as a concise business resume for your team. It should be clear, compelling, and tailored to the types of contracts you want to win. We recommend including the following:
- Core Competencies: What are you best at? List your primary services and areas of expertise (e.g., Cybersecurity, Cloud Migration, Agile Software Development).
- Differentiators: What makes your team unique? Mention special clearances, proprietary technologies, unique methodologies, or a niche industry focus.
- Past Performance: Provide brief examples of successful projects. Mention the client (if possible), the challenge, and the positive outcome. Quantify results with metrics whenever you can (e.g., "reduced system downtime by 30% for the Department of Energy").
- Relevant Experience: Highlight experience with specific government agencies, contract vehicles, or industry standards (e.g., CMMC, FedRAMP, FAR).
- Company Data: Include essential business identifiers like your CAGE code and Unique Entity ID (UEI).

What the Analysis Does
Our deep analysis goes far beyond simple keyword searching or NAICS code comparison. When you trigger an analysis:
Comprehensive Opportunity Review: We analyze every single active opportunity in our database against your updated capabilities statement.
Full Document Analysis: For each opportunity, we examine:
- The complete opportunity description
- All attached documents (statements of work, technical requirements, evaluation criteria, etc.)
- Historical performance requirements
- Security clearance requirements
- Technical specifications
Intelligent Analysis: Our analysis engine understands context and relationships between requirements and capabilities, identifying alignments that simple keyword searches would miss.
Detailed Fit Scoring: Each opportunity receives a fit score with a detailed explanation of why it's a good or poor fit for your team.
How to Run an Analysis
After saving changes to your capabilities statement:
- A Run Analysis button will appear (with a sparkle icon)
- Click the button to start the analysis
- The analysis runs in the background - you can continue using the platform
- Results will appear in your opportunities dashboard as they're processed
Important Notes
- The analysis button is only available for 5 minutes after saving changes
- Analysis covers all active opportunities (this may take some time)
- You'll see results in your opportunities list once processing completes
- Each analysis uses your most recently saved capabilities statement
How We Use Your Statement
Your capabilities statement feeds directly into our Analysis Engine. We extract keywords, NAICS codes, and semantic embeddings to compare against active solicitations in SAM.gov. Support for additional sources like SBIR/STTR and Grants.gov is coming soon!
When new opportunities are discovered by Procura, they are automatically analyzed against your most recent capabilities statement, ensuring you never miss a relevant opportunity.
Version History & Draft Management
Every time you press Save, the previous revision is archived automatically.

Does the system support multiple statements for different lines of business?
We allow one active statement per team. If you have another line of business, you can create another team to represent it.
How often should I update my capabilities statement?
We recommend reviewing and updating your statement at least quarterly, or whenever you complete a significant project, obtain new certifications, or expand your service offerings.
What happens to my analyses when I update my statement?
Previous analyses remain available for reference. New opportunities will be analyzed against your updated statement, and you can manually trigger a re-analysis of all active opportunities.
